Origins of Whole Brain Problem Solving

Whole Brain Problem Solving® is based on almost 50 years of direct problem solving experience by Bill Houser, the Eagle Force Inc. President, and the accident investigation process of the National Transportation Safety Board’s (NTSB).

Bill’s experience in problem solving goes back to the early 1960’s where he supervised an engineering group charged with solving problems on the Minuteman and Polaris missile systems. Throughout a broad career that has included automotive, aerospace, industrial goods, consumer goods, service, and more, Bill refined and honed the Whole Brain Problem Solving® approach that has become the Eagle Force CAPAR Toolkit® .

The NTSB success in converting commercial airline travel from risky to among the safest means of travel is undeniable. As a testament to the NTSB success, consider the following facts while keeping in mind that aircraft are very sophisticated and operate in a hostile environment:

1. •More people will die this month in traffic accidents than in 50 years of commercial jet travel
   

2. •A study showed a passenger would have to fly 24 hours a day for over 400 years before being involved in a fatal accident
   

This improvement in safety is primarily due to the NTSB investigations that lead to actions to eliminate and avoid problems. Why current Corrective/Preventive Action process don’t work!

A major problem in organizations of all kinds is that effective problem solving methods are not being used to solve the problems they face on a daily basis. A major criticism of current Corrective & Preventive processes is that problems continue to occur.

What does this tell us? The problem solving or corrective action methods currently being used are not working. Corrective actions should, if effective, eliminate the problem from recurring. But current corrective action methods are not achieving these results. In fact, they are rarely really effective in preventing recurrence. Why?

In order to answer this question, let’s take a look at the methodology being used today. When a problem occurs, the first priority is usually to get the process reset. We have to get the operation up and running again; we have schedules to meet, customers to satisfy. While this is important, this is not corrective action; it is troubleshooting! Is troubleshooting important? Absolutely! But most organizations never move to the next step of taking permanent corrective action. Instead, they become experts at troubleshooting, not at developing permanent corrective actions to eliminate recurrence of the problem. Inevitably the problem recurs again and again, and the troubleshooting expert is needed again and again. Today, many organization leaders do not even think about their Corrective & Preventive Action methodology as a means to avoid or eliminate problems and for good reason - current Corrective & Preventive Action processes aren’t very successful.

To be successful, an effective Corrective & Preventive Action process needs to include troubleshooting for containment and productivity purposes. However, if lasting improvement is to

be attained, it must also effectively identify the root cause or causal factors of the problem and what must be done to eliminate or mitigate them. What is the root cause or causal factors of a problem? Causal factors are the root cause sequence of events that caused the problem. It is critical to realize that there are may not be a singular root cause, but a sequence of events causing

the problem. Most organizations do not know how to effectively identify the root cause or causal factors of a problem, and if an organization does not identify the root cause or causal factors and take appropriate action, recurrence is only a matter of time.

In conclusion, if your organization is to maintain their ISO, AS, and/or TS certifications, or more importantly, survive in this increasingly competitive world, problems must be solved quickly and permanently.
